That as this Synod has before it a number of matters affecting the financial obligations of the National Church and therefore the dioceses of this Church, and that
there being no simple machinery to facilitate discussion of the proposed budget for the next four years, or to allow questioning of the financial performance of this Church through its Standing Committee;
the Standing Committee is directed to set up simple machinery to allow a full debate on the financial affairs of this Church at each meeting of the General Synod.
