Limit of Number of Speakers

That so much of Standing Orders as is necessary be suspended so that unless Synod otherwise determines, no more than two speakers (not including the mover of a motion) shall be heard in succession in support of a proposal, and no more than two speakers shall be heard in succession against a proposal. The President may at any time require a speaker to declare whether he or she is speaking, or proposes to speak, in support of or against a proposal.
