Procedures for the Consideration of Bills

That so much of Standing Orders be suspended as would prevent the following procedures being adopted for the duration of this Synod:

(i) When a Bill has been read a second time, the President shall enquire whether any member intends to propose
an amendment to the bill and, if no member present so intends, the Synod shall not resolve itself into a Committee of the whole, Standing Orders 63(1)(g)(h)(i) and (j) shall not apply but a future day shall be fixed for the third reading.

(ii) In a Committee of the whole Synod the Question shall be put on each Clause of the Bill separately but, where
no member wishes to move an amendment to two or more Clauses, those Clauses may, at the discretion of the Chairman, be put as a single Question.
